GCSO: Additional charges made following 'high-risk' traffic stop
Firearms, bulletproof vest found during search of vehicle near Rifle

Around 10 a.m. on Wednesday January 8, law enforcement officers from the SPEAR (Special Problem Enforcement and Response) task force conducted a “High-Risk” traffic stop on Highway 6 & 24 just east of Hospital “Hill” Road near Rifle, CO. Deputies from the Garfield County Sheriff’s Office (GCSO) and Officers from the Rifle Police Department (RPD) assisted SPEAR.
SPEAR observed a vehicle driven by Victor Guzman on Airport Road in the City of Rifle. Guzman currently had a Misdemeanor arrest warrant out of Eagle County for Failure to Comply. They also recognized Jairo Ortega-Carillo in the passenger seat. Ortega-Carillo had three outstanding arrest warrants, which included a felony for Failure to comply out of Mesa County and two additional felony warrants out of Garfield County for failure to comply and eluding.
Both Guzman and Ortega-Carillo were placed into custody at the time of the stop based on the outstanding warrants. A subsequent search of the vehicle uncovered four firearms, one of which was confirmed as stolen out of Mesa County. In addition to the firearms was a “bullet-proof” vest, commonly used by Law Enforcement and a small amount of suspected Methamphetamine and Fentanyl pills.
Both men face additional charges to go along with their arrest warrants.
