Hazard mitigation plan
Mitigation plans assist communities to reduce risk by identifying resources, information, and strategies for risk reduction while helping to guide and coordinate mitigation activities throughout the county.
This Garfield County Hazard Mitigation Plan (HMP) provides a set of actions to reduce risk from natural hazards through education and outreach programs, the development of partnerships, and implementation of preventative activities such as land use or watershed programs. It is a multi-jurisdictional plan that contains actions specific to Garfield County and to the communities and special districts (such as fire districts) within it.
The resources and information within the mitigation plan:
(1) Establish a foundation for coordination and collaboration among agencies and the public in Garfield County;
(2) Identify and prioritize future mitigation projects; and
(3) Meet qualifications for federal assistance programs.

Emergency Management planning
Garfield County administration engaged in a multi-tiered emergency management planning process to develop comprehensive emergency management plans for county operations. Garfield County instituted a Natural Hazard Mitigation Plan (NHMP) as part of a suite of Emergency Management plans that also include a Continuity of Operations Plan (COOP) and a Local Recovery Plan. Together, these plans provide a vision for comprehensive planning to reduce county vulnerability, and work across Garfield County departments for county resilience.
A risk assessment evaluating hazards and vulnerabilities and developing a method for understanding relative risk is included. That provides a foundation for this NHMP and the county's comprehensive approach to risk reduction. In 2011 and again in 2017, the county included other local jurisdictions in participation in the NHMP process. As a result, the current multi-jurisdictional NHMP and its multiple addendums reflect specific jurisdictional issues.
