Farewell from Jean Alberico
I have wonderful memories from my 40 years working in the County Clerk’s Office and the last 16 years as the County Clerk & Recorder. The best part has been serving the citizens of this county and making so many wonderful friends over the years. I will miss being the Garfield County Clerk, but I am going to enjoy having more time at home with my husband and grandchildren.

Election information
Most upcoming municipal and special district elections are mail ballot elections. Please check your voter registration record at www.govotecolorado.gov to make sure your current address is on file. If you travel in the summer or are a snowbird during the winter, verify that the correct ballot mailing address is listed on your voter record. If you make a change to a ballot mailing address that change remains on your voter record until you remove the alternate mailing address.
April 4, 2023– Municipal Election for Glenwood Springs. Check the city website for election information and deadlines for submitting petitions to be a candidate.
May 2, 2023– Special District Elections such as Fire Districts, Hospital Districts, Metro Districts, Recreation Districts, etc. This is the first year that May Special District Elections will be held in an odd year.
The Garfield County Clerk’s Office assists some of the municipalities and special districts with elections but does not conduct the election so please call the special district with your election questions.

November 7, 2023-Coordinated Election – School Board Directors, CMC Directors, Town of Silt Trustees, Rifle City Council members will be on this coordinated ballot. There can also be state, county, or local questions. All active registered voters are mailed a ballot twenty-two days prior to the elections which is October 16, 2023.
Motor vehicle information
. There are three simple ways to process renewal notices that let you skip the trip into our offices.
- On-line at dmv.colorado.gov. You can pay with a credit or debit card that charges a convenience fee or use an electronic check that charges a $1.00 fee. If you renew on-line at the end of the grace period, the system issues a receipt and confirmation of payment.
- Do it the old fashion way and renew by mail.
- Drop off payment at the courthouse in Glenwood (inside front entrance or gray box on 8th St.) or the black drop box at the front door of the County administration Bldg. D in Rifle
Legislative Changes beginning January 1, 2023
- SB21-249 Keep Colorado Wild – The Dept of Revenue (DOR) and Colorado Parks & Wildlife (CPW) have partnered to offer citizens the opportunity to purchase a yearly state park’s pass for $29 when renewing a vehicle or purchasing new plates. Renewal notices will show the renewal fee with the park pass and without the pass. Online, kiosk, and in person transactions will give citizens the option to purchase a pass or opt out.
- Eight new specialty plates –most available 7/1/2023 for additional fees. Please go to www.mydmv.colorado to find additional costs, requirements, and design of each new plate.
Epilepsy Awareness; Delta Sigma Theta; Colorado Rotary; Court Appointed Special Advocates (CASA); Pikes Peak International Hill Climb; United States Space Force; and Programs that Benefit Persons with Disabilities. A contest just ended for the design of a special plate for Colorado’s 150th Anniversary of Statehood. This plate will not be available until 2025.
- SB21-076 -Allows third party vendors to work with auto dealers and lenders to process titles and register vehicles. Four vendors are currently contracted with the DOR to provide these services. The next time you purchase a vehicle the dealer may give you the option to purchase plates and skip the trip to the county clerk’s office.
- HB22-1254 –Vehicle Taxes and Fees Late Registration. There is a lot to this bill so be aware if your registration goes past the grace period, if you are buying plates for a new purchase, or you are moving in from another state there could be substantial fees for registering late.
- HB22-1388 – Vehicle Registration and Certificate of Title. Last year owners of passenger vehicles could no longer transfer their plates when the vehicle was traded-in or sold. This bill adds truck, trailers, and equipment to plates that cannot be transferred when the vehicle is sold. Credit is still given for all types of plates that cannot be transferred. Personalized plates and Specialty plates can be transferred to a new vehicle. There are new weight limits (6000lbs to 10,000lbs) for recreational truck plates so owners of large pickups, used for personal use, can see substantial savings by requesting this plate.
